Temporary grounding cables also called personal protective grounds, safety grounds, or bypass jumpers are among the most safety-critical pieces of equipment an electrical worker uses. When a line is de-energized for maintenance, the temporary ground is what protects workers from accidental re-energization, induced voltage from nearby circuits, or the discharge of stored capacitive energy.

Yet grounding cables are often treated as an afterthought in electrical PPE programs. They get used hard, stored poorly, and inspected rarely. The consequences of a grounding cable failure during an inadvertent energization event are catastrophic.

Why Grounding Cable Testing Is a Life-Safety Requirement

The fundamental purpose of a temporary ground is to create a low-impedance path to earth so that if a de-energized circuit becomes re-energized through switching error, induced voltage, or stored energy discharge the resulting fault current flows through the ground cable rather than through the worker. The cable must be capable of carrying that fault current for long enough to allow protective devices to clear the fault.

A grounding cable that fails under fault current because of a broken strand, a corroded connector, or an undersized conductor ceases to protect at the exact moment it is needed most. OSHA 29 CFR 1910.269 and 1926.950 require that personal protective grounds be capable of conducting the maximum fault current that could flow, and be tested to ensure they can do so.

Applicable Standards for Grounding Cable Testing

ASTM F855 Standard Specifications for Temporary Protective Grounds

ASTM F855 is the primary standard governing temporary protective grounds for utility line work. It specifies the electrical and mechanical performance requirements for grounding cables, clamps, ferrules, and assemblies including current-carrying capacity, voltage withstand, and mechanical strength. Assemblies must be tested at manufacture and periodically thereafter.

ASTM F2249 Standard Specification for In-Service Test Methods for Temporary Grounding Jumper Assemblies

ASTM F2249 specifically addresses in-service testing performed on grounding equipment after it has been in use. It defines test methods for verifying the resistance of grounding cable assemblies to ensure no significant degradation has occurred. Annual testing per F2249 is the industry standard.

OSHA 1910.269 and 1926.950

Both standards require that protective grounds be inspected before each use and tested at regular intervals. Workers must be trained to recognize damaged grounding equipment and remove it from service.

Types of Grounding Equipment That Require Testing

Single-Conductor Grounding Cables

Bypass Jumper Cables

What Grounding Cable Testing Involves

Visual Inspection

Each cable assembly is inspected for broken, missing, or corroded strands; damaged insulation; cracked or worn cable jackets; and damaged, corroded, or loose clamps, ferrules, and connection hardware.

Resistance Testing

Per ASTM F2249, the total resistance of the grounding cable assembly conductor plus end connections is measured with a micro-ohmmeter capable of resolving the small resistances involved. Maximum acceptable resistance values are defined based on the cable’s current-carrying rating and the maximum fault duration. A cable whose resistance has increased beyond acceptable limits is removed from service.

Documentation
